Iowa National Guard Reduces College Assistance

IOWA CITY, Iowa - Iowa National Guard member Chris Harbeck has been working over the winter break at a Sioux City sheet metal shop to earn spending money for his spring semester at the University of Iowa.

Now, he will likely have to use that cash to offset a nearly $1,300-per-semester reduction in the maximum award provided by the National Guard Education Assistance Program.

The Iowa National Guard announced this week it will reduce the maximum award from 90 percent of tuition to 50 percent. The cuts take effect for the spring semester, which means Guard members enrolled in college classes starting in just a few weeks will have to scramble to make sure they can pay the bills.

?I was disheartened a little bit,? Harbeck, 20, of Sioux City, said about the award reduction. ?I set aside a little bit of money, so I should be all right.?

The number of veterans enrolling in Iowa?s public universities could double in the next two years as more than 3,000 National Guard soldiers return from overseas deployments and become eligible for federal GI Bill benefits.

A record number of applicants for education assistance combined with flat state funding and rising tuition caused the Guard to reduce the award amounts to ensure all qualified applicants get some financial support, Col. Gregory Hapgood said.

?We will reduce that award to 50 percent as a precaution so we can provide that benefit to as many soldiers and airmen as possible,? he said.

For the students heading back to campus in January, ?It?s going to be a big surprise and an unpleasant one,? Hapgood said.

The program enacted in fiscal year 1998 requires the Guard to pay at least half of the tuition rate at the state?s public universities or half of the tuition rate at the institution attended by the Guard member, whichever is lower. The maximum award will go from nearly $2,900 per semester to $1,600.

Tuition assistance has been a major draw for military recruits, said Amanda Irish, a UI student and president of the UI Veterans Association.

?The reasons people go into the military are vast and varied, but education is one of the top reasons,? said the 2002 Cedar Rapids Jefferson graduate. ?I know our vet population is not typically very well off. Some have wives and kids. At minimum this (the award reduction) is an inconvenience. At the worst, it could be a deal breaker.?

From 120 to 150 UI students will be affected immediately by the tuition award reduction, said Dennis Arps, who coordinates GI Bill service for the UI.

Harbeck, who enlisted in the Guard right out of high school, is a Black Hawk helicopter mechanic whose unit is based in Boone. He?s an open major at the UI, but is thinking about going into education or human physiology.

He got a memo this week from Maj. Gen. Timothy Orr, the adjutant general for Iowa, that explained the tuition award reduction. Most of Harbeck?s fellow Guard members and students think they can cover the loss of state support, he said.

?It helps out a ton,? he said of the program.

Arps is advising veterans attending the UI to tap into existing federal programs to supplement the loss at the state level. UI Veterans Affairs also plans to lobby the Iowa Legislature to increase funding for the state program.

Sen. Daryl Beall, D-Fort Dodge, who chairs the Senate Veterans Affairs Committee, said boosting support for the education assistance program will be a high priority in the 2012 legislative session.

?We can?t do enough to support our veterans,? Beall said.

Samsung's New Galaxy Tab TV Ad Feels a Lot Like an Apple iPad Ad

The legal battle between Samsung and Apple has going on around the world with Apple claiming that Samsung had "slavishly" copied the iPad design. Apple and Samsung have traded lawsuits in a number of countries trying to get each other's products banned from sale.

Outside of the lawsuits, Samsung has been aggressive with their recent set of U.S. TV ads openly mocking iPhone users.

Their newest Korean ad, however, seems to take cues from Apple's own advertising style, focusing on a more emotional connection with the viewer.


The ad depicts a father and daughter playing with a Galaxy Tab in a sequence of shots reminiscent of Apple's own iPad ads. The voice over says (rough translation):

You try to have fun with me, you try to win against me, you ask me millions of questions, you sit on my lap, you want to stay beside me all the time, strangely, when I stay with you time passes very quickly. This is a precious time.

The ad was posted to YouTube on December 14th. For reference, Apple's own ads have long followed a similar style, focusing on experience than specs: We'll Always, Love, and Learn. While Apple doesn't have an exclusive claim to this style of ad, it just shows how Samsung is trying to position their products comparably to Apple.

Anything can happen on the red carpet at any given awards show, and in 2011, it felt like anything that could happen did. As MTV News reflects on some of the biggest moments of the year, we decided to remember some of the most-memorable things A-listers did live right in front of us all.

In February, Gaga had everyone guessing how she would arrive to the Grammys. Given her penchant for crazy looks, no one would have guessed she would have showed up in an egg. Designed by Hussein Chalayan, Gaga later emerged from the structure to proclaim that she was "Born This Way."

Asian stocks trim losses, Italian auction looms (Reuters)

SINGAPORE (Reuters) ? Asian stocks slipped on Thursday on weakness in the U.S. and European share markets and caution ahead of an Italian debt sale, though year-end window dressing of portfolios by some traders helped trim losses.

European shares are expected to inch higher, reversing some of the previous session's losses, with cautiousness ahead of the key Italian debt auction by Italy seen limiting the gains.

Spreadbetters expect London's FTSE (.FTSE) to open up 0.04 percent, Frankfurt's DAX (.GDAXI) to open up 0.3 percent, and Paris' CAC 40 (.FCHI) to open up 0.3 percent.

The euro extended losses against the dollar to near a one-year low, and a 10-year low against the yen, while the sell-off in stocks and a firm U.S. currency helped crude oil snap a six-session rally and kept gold prices near a three-month low.

The Nikkei (.N225) ended 0.3 percent lower, recouping some of its 1.1 percent intraday loss. The MSCI ex-Japan Asia Pacific index (.MIAPJ0000PUS) also shed 0.3 percent, weighed down by consumer and material stocks. Both indexes look set to be down about 18 percent during 2011.

Traders said Italy's sale of up to 8.5 billion euros ($11 billion) of debt later on Thursday will provide further cues for risky assets.

The auction is seen as the first test of banks' willingness to buy longer-term sovereign debt with the nearly 500 billion euros they borrowed last week from the European Central Bank.

While Italy's short-term funding costs halved at an auction on Wednesday, market players are worried that thin volumes prevalent across markets near the end of the year could complicate its efforts to sell longer-dated bonds.

"If it goes well, it's an indication that, one, yield is coming down, so the cost of funding is falling for the Italian government," said Martin Lakos, division director at Macquarie Private Wealth.

"And, two, if there's demand for the paper, that's a sign of confidence, which is what the market's in real need of."

EURO, OIL, GOLD SLIP

The euro weakened in Asia, pressured by stop-loss selling from Japanese retail investors as well as some offloading by exporters, with moves amplified in poor year-end liquidity and traders said the currency is likely to stay vulnerable.

The single currency hit $1.2887, moving closer to its 2011 trough of $1.2860 on January 10. Against the yen, the euro skidded to a 10-year trough around 100.70, before steadying at 100.88.

At 0615 GMT, the euro traded at 1.2926 versus the dollar and 100.47 versus the yen.

"Nobody sees anything on the horizon that could be mildly positive for the euro," said Rob Ryan, FX strategist for BNP Paribas in Singapore.

The one factor that may lend the euro some support is market positioning, which is already tilted heavily toward being short the euro, Ryan said, adding that another is the potential for fund repatriation by European players.

Crude oil, which had gained for six sessions on heightened supply worries after Iran threatened to block the Strait of Hormuz, eased as traders viewed the threat as rhetoric.

"A big increase in U.S. crude oil stocks and the falling euro against the dollar are the main pressure points for the market at the moment," said Ken Hasegawa, a derivatives manager with brokerage Newedge in Tokyo.

"We also had six consecutive days gaining in the oil market, so it is not strange to see some profit-taking from these sharp gains."

Brent eased three cents to $107.53 a barrel by 0207 GMT, adding to a loss of nearly $2 the day before.

Gold wallowed near a three-month low on Thursday, remaining under pressure due to a firm dollar, while investors fretted over the Italian bond auction.

Spot gold edged down 0.3 percent to $1,550.90 an ounce by 0022 GMT, on course for an 11-percent decline in December. It hit a three-month low of $1,549.24 in the previous session.

New clues as to why some older people may be losing their memory

ScienceDaily (Dec. 29, 2011) ? New research links 'silent strokes,' or small spots of dead brain cells, found in about one out of four older adults to memory loss in the elderly. The study is published in the January 3, 2012, print issue of Neurology?, the medical journal of the American Academy of Neurology.

"The new aspect of this study of memory loss in the elderly is that it examines silent strokes and hippocampal shrinkage simultaneously," said study author Adam M. Brickman, PhD, of the Taub Institute for Research on Alzheimer's Disease and the Aging Brain at Columbia University Medical Center in New York.

For the study, a group of 658 people ages 65 and older and free of dementia were given MRI brain scans. Participants also underwent tests that measured their memory, language, speed at processing information and visual perception. A total of 174 of the participants had silent strokes.

The study found people with silent strokes scored somewhat worse on memory tests than those without silent strokes. This was true whether or not people had a small hippocampus, which is the memory center of the brain.

"Given that conditions like Alzheimer's disease are defined mainly by memory problems, our results may lead to further insight into what causes symptoms and the development of new interventions for prevention. Since silent strokes and the volume of the hippocampus appeared to be associated with memory loss separately in our study, our results also support stroke prevention as a means for staving off memory problems," said Brickman.

The study was supported by the National Institutes of Health.

IBM Releases Tool for New Kinds of Patent Searches (NewsFactor)

A new analytical tool from IBM is helping scientists scan patents and other intellectual property for information about molecular data. The cloud-based strategic IP insight platform, or SIIP, uses image analysis and enhanced optical recognition of chemical images and symbols to quickly obtain the information, a process that otherwise could take months to do manually.

The platform, housed in the IBM SmartCloud, processes documents in the U.S. Patent and Trademark Office, the European Patent Office and the World Intellectual Property Organization, as well as the public domain documents in the U.S. National Library of Medicine's MEDLINE database.

Originally In-House Tool

SIIP was originally developed for IBM'S own use, and it has been used by hundreds of IP experts in the company for management and licensing. The company said that many top life-sciences companies also use SIIP because of its special focus on sifting patents for biological and chemical information.

SIIP can process molecular structures drawn as chemical compounds, and is being used to extract molecular and chemical information from patents, abstracts and other documents within hours of their publication. To date, more than 200 million chemical instances, gleaned from more than 30 million documents, have been extracted.

A user can perform analytics through a Web browser. Searches can be conducted via a drug's trade name, generic name, chemical ID number, or even by drawing the chemical structure inside the tool. Identical or similar compounds will be returned within seconds. The tool can also show trends in the industry, a competitive landscape, a prior art search and other analysis.

Via the IBM SmartCloud, the information can be shared within an organization, or among organizations. The company said that the tool improves R&D productivity, increases IP licensing, supports open innovation initiatives, helps to identify potential collaborators or acquisition targets, presents competitive intelligence, and increases the rate at which patents and grants are awarded.

Contribution to NIH

Because of the value of the retrieved information to the scientific community, IBM has donated to the National Institutes of Health an SIIP-created database of more than 2.5 million unique chemical compounds, along with the references in the literature. The database, extracted from million of patents and scientific documents, is expected to allow medical researchers to more readily understand relationships between chemical compounds.

Dr. Ying Chen, IBM research scientist, said the database donated to NIH will be used in conjunction with NIH's existing "rich set of content," such as comparing uses for a given compound across the literature.

Chen said another major differentiator for SIIP is the ability for natural language processing, instead of the keyword-based searching common in other such search engines. She also noted that SIIP has applications in other industries that use chemical information, such as consumer electronics, automotive, or oil and gas companies, and that the software-as-a-service tool "can be extremely useful for smaller companies as well as larger ones."

The best part of this news, from the standpoint of those of us who like to gawk at celebrities, is that the Los Angeles Lakers were playing. The Staples Center is the premiere spot for courtside celeb viewing, and Sunday was no exception. But forget Jack Nicholson and Dyan Cannon.

The highlight for us was rappers?Lil Wayne and Kanye West, right, exchanging a shake and a hug. Wayne's camo shorts defied gravity in their ability to stay above his knees despite riding way below his waist. Perhaps even more baffling was the?addition of snowboard boots, below,?to the ensemble. Gotta love L.A.

Chile daily must pay readers for exploding churros

SANTIAGO, Chile (AP) ? Chile's Supreme Court has ordered a newspaper to pay $125,000 to 13 people who suffered burns while trying out a published recipe for churros, a popular Latin American snack of dough fried in hot oil.

The publisher of La Tercera must pay individual damages to 11 women and two men ranging from as little as $279 to $48,000 for one woman whose burns were particularly severe.

The high court's ruling was announced Monday, seven years after the readers burned themselves while trying out the recipe.

Judges determined that the newspaper failed to fully test it before publication, and that if readers followed the recipe exactly, the churros had a good chance of exploding once the oil reached the suggested temperature. Grupo Copesa, which publishes the paper, said it will abide by the ruling.

Days after the recipe was published in the paper's "Woman" magazine in 2004, hospitals around the country began treating women for burns suffered when the dough boiling in oil suddenly shot out of kitchen pots.

Words with Friends Added to NOOK Apps, Twitter and Plants vs. Zombies Coming Soon

Did you get a NOOK Tablet or NOOK Color for Christmas? If so, congrats! Both are very nice e-reader tablets with an added bonus, if you so desire, for rooting/hacking to install other Android apps that aren?t among the official NOOK Apps.

However, if you are fine with sticking to the official curated selection of NOOK Apps, then you?ll be happy to know that Words with Friends has been optimized for the NOOK Tablet and NOOK Color and is available for purchase. Other popular apps that are already available for purchase (or are pre-loaded on the NOOK Tablet or NOOK Color) from the NOOK Apps store include Netflix, Hulu Plus, Angry Birds, Scrabble, QuickOffice Pro, Dropbox, Pulse, and Taptu.

Barnes and Noble has also said that an official Twitter app and the popular game Plants vs. Zombies are coming to the NOOK Apps store very soon.

It?s a little bit of a bummer that the Android Market isn?t officially supported on the NOOK Tablet or NOOK Color, but at least Barnes and Noble are continuing to stock up on the popular apps for which people are clamoring.

The Surprising Subject of the First Book of Photographs

In these hyperlinked days, one might reasonably guess that the subject of the first book of photographs may have been along the lines of the True Purpose of the Internet (ask someone who?s seen ?Avenue Q? if you don?t know). Or if not that, perhaps cityscapes, or naval vessels, or still lifes, or battlefields. But no. The subject of the first book of photographs, published 1843, was algae.

Yes, algae. The filmy red/brown/green/golden stuff that washes up along many a beach and occasionally serves as the draperies of the underwater world. And not just any algae. British algae. I know. You can catch your breath now.

But what you may not realize is that algae are, in fact, quite beautiful, and never more so than when their diaphanous delights are on full display in a cyanotype, the type of photograph employed by Anna Atkins, the author of ?Photographs of British Algae?. That?s right. Not only did the first book of photographs contain cyanotypes of algae, it was produced by a woman. Her book is part of a collection in the Royal Society, which has just put on an exhibit of some of its choicest works called ?Treasures of the Royal Society Library?.

Anna Atkins was the daughter of John George Children, a scientist who worked in the British Museum?s Natural History Department. He taught her more about science that most girls could expect to learn in those days, and it seems to have sparked a life-long love in her. She and her father knew Sir John Herschel, the inventor of the cyanotype, and he, or someone who knew him, *cough*, exposed her to the new technique in about 1842 or 43.

Cyanotype is a photographic medium that uses ferric ammonium citrate, potassium ferricyanide, and simple sunlight to make an image. On exposure to ultraviolet light, the compounds react to form a dye called Prussian Blue, or ferric ferrocyanide. Ever wonder where cyanide got its name? This is it. Essentially, you put whatever you want to photograph on top of the paper. You expose it to the sun for 10-20 minutes. Then you rinse the paper in water to wash off the unreacted solution. Dry carefully. Art complete.

You can still make your own cyanotypes today, I believe, using kits like this one, which are often marketed to children as art projects. There is absolutely no reason they couldn?t be art projects for adults as well.

From what I can gather, Atkins simply took her collection of pressed, dried algae and cyanotyped them. Voila. The first book of photography. But what an inspired choice for the medium: because many algae are translucent to some degree, even when dried, her photographs of these life forms have a beautiful, ethereal elegance. With any object that is not translucent, the cyanotype process simply yields a sillhouette. With algae, or anything similarly thin, the cyanotype gives information about its thickness and translucency ? to beautiful effect.

It?s enough to make a girl wish plane tickets between DIA and Heathrow didn?t cost nearly four figures [ducks shoes being thrown by readers in the Southern Hemisphere].

In any case, if you live anywhere in the vicinity of the Greater Europe Area, you have no excuse not to visit the Royal Society exhibit in the next few months and pay homage to some of the pillars of science in their original printed form, including ?Photographs of British Algae?, and a fascinating table of the causes of death for Londoners from the mid-1600s (?itch? and ?frighted? were apparently ways to go back then). For the rest of us, here are a selection of scanned images of Atkins?s book at the British Library and the New York Public Library. Of those, this one and this one are among my favorites. Enjoy.

UK's Prince Philip, 90, has heart surgery (Reuters)

LONDON (Reuters) ? Britain's Prince Philip, the 90-year-old husband of Queen Elizabeth, had heart surgery to ease a blocked artery on Friday after being rushed to hospital with chest pains as he prepared to celebrate Christmas with the royal family.

Britain's longest-serving royal consort, known for his outspoken and sometimes brusque manner, needed an operation to fit a small tube known as a stent that keeps the blood vessel open.

Philip had been preparing to spend Christmas with other members of the royal family, reportedly including Prince William and his wife Catherine, at the Sandringham royal estate in eastern England.

He was taken to the Papworth Hospital, one of Britain's main heart and chest centers, about 60 miles away in Cambridge, a palace spokeswoman said.

"The Duke of Edinburgh was found to have a blocked coronary artery which caused his chest pains," the palace said in a statement. "This was treated successfully by the minimally invasive procedure of coronary stenting."

He will stay in hospital "for a short period" under observation, it added. The hospital declined to comment.

Philip had attended a lunch for staff a week ago and had been on "very good form," the BBC reported.

"He has had these chest pains before and I don't think it's anything untoward, but given his age they are being safe rather than sorry," former royal press spokesman Dickie Arbiter told the BBC.

PIVOTAL FIGURE

Despite his age, Philip generally has been in good health and has continued a busy round of charity work and social engagements, recently visiting Australia and Ireland.

A pivotal figure in the House of Windsor, Philip has a reputation as a fiercely loyal consort who prefers outdoor pursuits to introspection.

"The Queen is monarch, but within the family setting, the Duke of Edinburgh is hugely important," royal commentator and author Penny Junor told Sky News.

"He has always been the one who has called the shots in family matters. He has really made the major decisions."

Britain's tabloid newspapers have delighted over the years in recounting his many public gaffes.

He once told British students in China: "If you stay here much longer, you'll be slitty-eyed."

Philip was accused by critics of being cruel to Princess Diana before her death in a car crash in Paris in 1997. However, the prince's aides rejected those claims at an inquest in 2007 and released letters purporting to show a close relationship between them.

Born on the Greek island of Corfu in 1921, Philip served in Britain's Royal Navy before marrying Elizabeth in 1947. They have four children, including the heir to the throne, Charles.

The prince has no clear-cut constitutional role. In private he is regarded as the unquestioned head of his family, but protocol obliges the man dubbed "the second handshake" to spend his public life one step behind his wife.

In a rare public tribute to her husband, the queen said in a speech in 1997:

"He is someone who doesn't take easily to compliments but he has, quite simply, been my strength and stay all these years, and I...owe him a debt greater than he would ever claim, or we shall ever know."

Galaxy defenders A.J. DeLaGarza and Omar Gonzalez were named Thursday to the 20-man roster Coach Jurgen Klinsmann has summoned to training camp ahead of the U.S. national team's friendlies against Venezuela and Panama next month.

Gonzalez, a former Major League Soccer rookie of the year, was named the league's top defender this year after helping the Galaxy tie an MLS record with 17 regular-season shutouts. DeLaGarza, a teammate at the University of Maryland, played beside Gonzalez in central defense for the Galaxy, starting 30 of the team's 34 regular-season matches.

Gonzalez has been called up to the national team before, making his debut in August 2010 against Brazil, then playing in January's draw with Chile at the Home Depot Center. However, this invitation to training camp marks his first appearance with the national team since Klinsmann took over as coach.

DeLaGarza, meanwhile, is looking for his first international cap. More than half the players called up Thursday have appeared in two or fewer matches for the U.S.

"This is a very important opportunity for these players," Klinsmann said. "We will spend the next few weeks introducing them to our ideas on how we want to play and what it means to be a part of the national team.

"I'm very curious and excited to see this group."

The U.S. team, a largely domestic-based group, will begin training Jan. 3 in Arizona before relocating to the Home Depot Center for a week beginning Jan. 13. Its match with Venezuela is scheduled for Jan. 21 in Phoenix and the team plays Panama four days later in Panama City.

Research by University of Tennessee, Knoxville, faculty has discovered that bacteria's move from sea to land may have occurred much later than thought. It also has revealed that the bacteria may be especially useful in bioenergy research.

Igor Jouline, UT-Oak Ridge National Laboratory joint faculty professor of microbiology and researcher at ORNL's Joint Institute for Computational Sciences, performed a genome sequence analysis of the soil bacteria Azospirillum, a species' whose forbearers made the sea-to-land move. The analysis indicates the shift may have occurred only 400 million years ago, rather than approximately two billion years earlier as originally thought.

Published in the journal PLoS Genetics, Jouline calculated the timing of the sea-land transition through studies of genome sequences of two species of Azospirillum, a terrestrial genus with almost exclusively aquatic relatives.

Jouline conducted his research with Kristin Wuichet and Leonid Sukharnikov of the Department of Microbiology, Gladys Alexandre of Department of Biochemistry, Cellular, and Molecular Biology, and Kirill Borziak, a graduate student in the ORNL-UT Genome Science and Technology program.

"In the absence of fossil records for bacteria, it is hard to estimate when and how bacteria transitioned from sea to land," said Jouline. "Using genome sequencing and analysis of bacteria of the genus Azospirillum, which colonizes roots of important cereals and grasses, we show that these organisms transitioned from aquatic environments to land approximately at the same time that plants appeared on land400 million years ago."

Jouline said the Azospirillum lineage the team studied has obtained nearly half of its genome from terrestrial organisms, which suggests the much later water-land transition, which coincides with the first appearance of plants on land.

The study is of interest to researchers beyond its evolutionary significance. Azospirillum is currently used as a biofertilizer for grasses and some other plants. Commercial fertilizers containing the bacteria are available worldwide.

"Because these bacteria colonize roots of grasses and improve their growth and development, they might be important for bioenergy research," Jouline said.

"Switchgrass is one of the most important potential sources of bioethanol. In this study, we have shown that genomes of Azospirillum contain as many cellulolytic enzymes as those from known effective cellulose degrading bacteria," he said. "We have also demonstrated experimentally that azospirilla do degrade cellulose, especially the strain that can penetrate grass roots."

The team also included Greg Hurst of the ORNL Chemical Sciences Division; research groups from Pasteur Institute in Paris, France, Universities of Lyon and Toulouse in France, University of Sydney in Australia and the National University of Mexico; and Florence Wisniewski-Dye from the University of Lyon.

UK & World News: Cancer fears over breast implants

At least 250 women in the UK are planning legal action following concerns that their breast implants are linked to cancer.

Reports say women intend to sue the clinics where they underwent surgery to be fitted with the implants, manufactured by French company Poly Implant Prostheses (PIP).

French authorities are expected to formally announce on Friday that up to 30,000 women who received a specific type of implant in France could have them taken out.

But UK regulators have insisted there is no link with cancer and there is no need for women to have them removed.

The Guardian reported that at least 250 women with PIP breast implants intended to sue at least six clinics in the UK. The Daily Telegraph said dozens of women intend to sue, including some who say they have been left unable to work due to a pins-and-needles sensation in their arms and hands, and constant pain.

The Government said UK regulators had consulted experts in nine countries over the safety concerns.

The Medicines and Healthcare products Regulatory Agency (MHRA) had spoken to health and regulatory teams and all agreed there was no evidence of an increased risk of the disease from the implants, the Department of Health said.

A spokesman said: "They all agreed that there was no evidence of any increase in incidents of cancer associated with PIP breast implants and no evidence of any disproportionate rupture rates. This is in line with UK findings. MHRA is currently advising that women with any concerns should make an appointment with their implanting surgeon and have a full discussion."

The implants have been linked to the death of a French woman from a rare form of cancer called anaplastic large cell lymphoma (ALCL), and are implicated in another seven or eight cancer cases. The implants are filled with an unapproved non-medical grade silicone believed to be made for mattresses and there have been reports that the protective barriers are faulty.

New figures from the MHRA suggest 84,300 of the implants, manufactured by PIP, have been sold in the UK since 2001. Based on the assumption that each woman has two implants, an estimated 42,000 women in the UK could be affected, according to the MHRA. But the figure could be higher because women undergoing breast reconstructive surgery following cancer may only have had one implant.

(AP) ? Boxing champion Floyd Mayweather Jr. is a perfect 42-0 in the ring and has dodged significant jail time several times in domestic violence cases in Las Vegas and Michigan.

But his courtroom streak came to an end Wednesday when a Las Vegas judge sentenced him to 90 days in jail after he pleaded guilty to a reduced battery domestic violence charge and no contest to two harassment charges.

The case stemmed from a hair-pulling, punching and arm-twisting argument with his ex-girlfriend Josie Harris while two of their children watched in September 2010.

"Punishment is appropriate," Justice of the Peace Melissa Saragosa said after a prosecutor complained that Mayweather has been in trouble before and hasn't faced serious consequences.

"No matter who you are, you have consequences to your actions when they escalate to this level of violence," she said.

Good behavior could knock several weeks off Mayweather's sentence. but he will likely serve most of the sentence set to begin Jan. 6, said Officer Bill Cassell, a Las Vegas police spokesman.

Mayweather and his manager, Leonard Ellerbe, declined comment outside the courtroom.

The jail time raises doubts about a possible showdown between Mayweather and Manny Pacquiao, a champion fighter from the Philippines against whom Mayweather's welterweight success is usually measured.

A long-awaited fight between the two men regarded as among the best of their generation has been delayed by stalling techniques and verbal sparring.

The two men have a defamation lawsuit pending in Las Vegas federal court stemming from statements by Mayweather that he suspects Pacquiao was taking performance-enhancing drugs.

Mayweather returned in September from a 16-month layoff to continue his undefeated record with a controversial knockout of Victor Ortiz in Las Vegas.

Mayweather's promoters have a May 5 date reserved against an as-yet unnamed opponent at the MGM Grand Garden Arena. But if Mayweather is jailed until the end of March, it could cut into the usual eight-plus weeks he takes to train.

Keith Kizer, executive director of the Nevada Athletic Commission, said licenses for all fighters expire on Saturday, and most, including Mayweather, have yet to reapply for next year.

He said Mayweather would be asked on his license application if he was convicted of any misdemeanors or felonies.

Kizer said commissioners would then decide whether to approve or deny his license or hold a hearing to talk about it. The commission has been in contact with prosecutors and Mayweather's lawyers as cases against him have progressed, he said.

"The commissioners are definitely up to speed on it and will be when it comes time to consider any kind of application," he said.

Lee Samuels, a spokesman for Pacquiao's promoter Top Rank and Bob Arum, declined comment on Mayweather's sentencing and its possible effect on a match.

Mayweather, 34, stood still in a striped olive vest and showed no reaction as the judge sentenced him to six months in the Clark County jail then suspended half the term.

She gave him credit for three days previously served in jail and ordered him to complete 100 hours of community service, pay a $2,500 fine and complete a yearlong domestic violence counseling program.

The plea deal avoided trial on felony and misdemeanor that could have gotten Mayweather 34 years in state prison if he was convicted on all counts.

Mayweather also is expected to plead no contest next week to a separate misdemeanor harassment charge involving a 21-year-old homeowner association security guard who was poked in the face during an argument about parking tickets placed on cars outside Mayweather's house.

Mayweather's lawyer, Karen Winckler, said she may appeal what she called the unusual sentence handed down Wednesday.

In court, she called Mayweather "a champion in many areas" and aired a list of his good deeds, including buying toys for children for Christmas and promising to donate $100,000 to breast cancer research by the end of December.

Winckler argued that the public would benefit more if Mayweather performed 100 hours of community service with children.

Mayweather is also on the hook for 40 hours of community service with the Las Vegas Habitat for Humanity Project under a South Carolina federal judge's order for dodging a deposition in a music rights lawsuit.

Mayweather has a Jan. 31 deadline on that court order. Habitat for Humanity official Catherine Barnes said Wednesday that Mayweather had not started to log the hours.

Saragosa said Wednesday she was persuaded to jail Mayweather following his admission that he hit Harris and twisted her arm, and that two of their children, ages 9 and 10, witnessed the attack.

Mayweather threatened to kill or make Harris "disappear," Saragosa said, and their 10-year-old son ran from the house and jumped a back gate to fetch security. Mayweather had taken cellphones belonging to Harris and the two boys.

"Things could have gotten more out of hand than they did," the judge said.

Prosecutor Lisa Luzaich cited three previous domestic violence arrests for scuffles involving Harris, with whom Mayweather has three children, and three cases involving another woman with whom Mayweather has one child.

Fines were of no consequence to Mayweather, Luzaich said.

Mayweather goes by the nickname "Money," and was guaranteed $25 million for the Ortiz fight that won him the WBC's welterweight belt. Mayweather earned more than $20 million in a previous fight against "Sugar" Shane Mosley.

Mayweather has been arrested several times since 2002 in battery and violence cases in Las Vegas and in his hometown of Grand Rapids, Mich.

He was convicted in 2002 of misdemeanor battery stemming from a fight with two women at a Las Vegas nightclub. He received a suspended one-year jail sentence and was ordered to undergo impulse-control counseling.

He was fined in Grand Rapids in February 2005 and ordered to perform community service after pleading no contest to misdemeanor assault and battery for a bar fight.

He was acquitted by a Nevada jury in July 2005 after being accused of hitting and kicking Harris during an argument outside a Las Vegas nightclub.

He was acquitted again in October of misdemeanor allegations that he threatened two homeowner association security guards during a parking ticket argument.

Mayweather also faces a civil lawsuit in Las Vegas from two men who allege he orchestrated a shooting attack on them outside a skating rink in 2009. Police have never accused Mayweather of firing shots and he has never been criminally charged in the case.

MF Global U.S. trustee pursuing $700 million in UK (Reuters)

CHICAGO/NEW YORK (REUTERS) ? The U.S. trustee for bankrupt MF Global Holdings Inc (MFGLQ.PK) is working to recover $700 million of client funds held by the broker's UK affiliate for U.S. customers that were trading in overseas markets, the trustee's spokesman said on Tuesday.

James Giddens, the court-appointed trustee liquidating the brokerage, told a teleconference with MF Global clients that he was trying to recover $70 million in cash and $630 million in T-Bills from MF Global UK, according to John Roe, co-founder of the Chicago-based Commodity Customer Coalition, which represents more than 8,000 MF Global customer accounts.

A spokesman for Giddens later clarified that the U.K. funds were separate from the $1.2 billion that he estimates are missing from U.S. customer accounts. Typically brokers account for U.S. and foreign exchange collateral separately, with U.S. funds more closely regulated.

"It's not the missing money. This doesn't change the $1.2 billion at all," Kent Jarrell told Reuters. "We've known this was tied up with the UK administrator. This is not suddenly found money. This is money that we knew would be hard to get."

Regulators have been seeking the lost money since MF Global executives said it was missing, hours before the once leading brokerage filed for bankruptcy on October 31.

Jarrell said the trustee was in discussion with UK trustee KPMG over recovering the funds.

"We are going to claim that those are the assets of our customers but we don't have control over that money. We'll pursue them vigorously but it's been our experience that we may not get that money back. The recovery of those assets may take some time and we may not get that back. Any money that we don't get back would translate into a shortfall for our customers."

The Commodity Futures Trading Commission's Jill Sommers last week told Reuters in an interview that the CFTC's investigation was "far enough along the trail" to be able to determine where customer money went.

MF Global filed for bankruptcy on October 31 after it was forced to reveal that it had made a $6.3 billion bet on European sovereign debt, spooking investors and customers.
